I have a few VPSs on BudgetVM which I've had for a few years now. Prices have since gone up, but when I bought these they were dirt cheap and I continue to renew them at the same price. The servers have been very reliable with uptimes of a few years now and I don't remember ever having network issues that prevented me from accessing them. I've not needed their technical support so I can't really comment on that but I'm a very happy customer.
